Anti-smoking group ASH and the Cancer Society say tobacco products should be kept out of sight in all retail outlets.
It has received widespread political support, including the backing of Helen Clark, who says there is a world wide trend to put pressure on tobacco companies.
Miss Clark was the proponent of the first anti-smoking legislation, in 1990.
